Abstract：
 The method includes following steps: user transmits service request to network side, and wait to be processed by pre-processing software in boarder router for coming service; the pre-processing software in boarder router for coming service sets access time for service to reduce burstiness of coming service according to active shaping algorithm; after the service accesses network, the coming service processing module adopts passive shaping algorithm to process the data flow of service and to reduce burstiness of service data flow; the processed service is transmitted on network.
